European Commission Selects Cycloid as Developer Portal for €180m Sovereign Cloud Framework
Cycloid’s Internal Developer Portal, already in production across EU institutions, will power developer access to the Commission’s new framework
PARIS, FRANCE, 17 SEPTEMBER – Cycloid, the Internal Developer Portal and Platform company, will be used by the European Commission (EC) as the developer-facing portal for its new sovereign cloud framework, giving up to 5,000 developers across the EC unified access to cloud services from four European providers. The selection reflects the EC’s strategy to modernise IT management, prioritise sovereignty and work with EU-based startups.
Announced on 17 April 2026, the six-year, €180 million framework gives EU institutions, bodies and agencies access to cloud services from four European providers: Post Telecom, with partners CleverCloud and OVHcloud; STACKIT; Scaleway; and Proximus, with partners S3NS (a Thales–Google Cloud joint venture), Clarence and Mistral. The framework determines which providers EU bodies can buy from; Cycloid will be the portal through which EC developers access and manage those services, without working with each provider separately.
With the Commission preparing its Cloud and AI Development Act (CADA) and updating the framework based on this tender, the decisions being made now will shape how cloud is procured across Europe’s public sector.
From in-house build to Cycloid
For nearly a decade, the EC built and maintained its own developer portal – a single interface through which developers accessed the tools, infrastructure and approved services needed to build and run applications – before attempting to centralise operations through ITSM. A year ago, it replaced that in-house portal with Cycloid, which now unifies teams, tools, automation, and infrastructure across the EC estate, and will deliver the new framework off the shelf.
Platform teams can build and customize portals and platforms, defining the governance and security required with the Cycloid Internal Developer Portal (IDP), without starting from scratch. Developers across the EC get a unified, self-service environment to design, build, deploy, and manage applications, tools, automation, and infrastructure across private, hyperscale, and sovereign clouds.
Combining the speed and autonomy of modern developer tooling with the governance and operational efficiency public sector workloads demand, compliance is enforced at the infrastructure layer, and the core portal is extensible with official and custom plugins. Because Cycloid slots into existing IT ecosystems, the EC can replace expensive bespoke software while honouring its commitment to work with European startups.
The EC and Cycloid have also signed a strategic agreement making Cycloid a pre-approved software supplier available through the DIGIT software broker, so any EU public institution can acquire it at negotiated rates and terms that respect EU regulatory constraints.
Sovereignty without lock-in
The EC runs one of the most extensive and complex IT ecosystems in the world, spanning 27 Member States and tens of thousands of digital services, applications and websites. Cycloid has been built to prevent sovereignty from becoming a new form of lock-in: EC entities can run workloads across multiple European providers, public and private cloud or on-premise, through a single portal, choosing the right environment for each workload without being tied to any one vendor.
